From 0 to 60 Performance Measures

How did I start building Performance Measures, I literally Googled "Starting Performance Measures in Government" and Miami-Dade County was one of the first hits. I randomly emailed Miami's Chief Innovation Officer Mike Sarasti, secretly I did not expect a response but he immediately responded and invited me into his organization for a knowledge share.


On this trip I had also signed up to attend Black Tech Week and to my surprise Mike was listed as a speaker for one of the panels so I got a chance to meet him prior to our meeting. Upon my arrival at the city's administration building I was greeted by a culture that I had never witnessed in a government building. There was music playing from speakers that were set up in the lobby and the employees were playing "Name that Song" on teams in honor of Black History Month.




For a day, I got to walk in the spirit of innovation with the Miami-Dade team. Fortunately for me, they were having an Innovation Academy session where I got to sit in with teams from across the city. The City of Miami launched this program in late 2017 the Miami Innovation Academy, it's a series of innovation and process improvement workshops where employees learn valuable techniques (process mapping, waste identification, experiment design) that help them clearly see and solve problems.


One of the best takeaways was this dynamic problem statement that they use:


(Our service/product) is intended to achieve (these goals). We have observed that the (product/service) isn't meeting (these goals) which is causing (this adverse effect) to the business. How might we improve (service/product) so that our customers are more successful based on (these measurable criteria)?


While there I also got to see a demo of how they utilize Socrata's Dashboards for presenting performance measures. Before leaving he gave me some great reading and advise:

  • Check out Denver's Peak Academy and the book "Peak Performance".

  • Get connected with with the Center for Government Excellence (GovEx) and What Works Cities.

  • Read the "Miami Innovation Academy" booklet. If you can get your hands on one it is full of great information.
